The Winnetka Town Meeting dates back to 1890 when the Reverend Quincy L. Dowd, minister of the Winnetka Congregational Church, wished to create a Winnetka community league. His goal was to bring diverse groups of residents together to develop a sense of community.

The beginning of the twentieth century brought a wondrous innovation to the village of Winnetka: electricity. In 1900 the municipal electric plant was built, joining the waterworks at the foot of Tower Road.

In April 1895 Winnetka was a small village with plank walks and dusty roads. Prompted by the dilapidated appearance of the railway station, a group of citizens met with a representative of the Chicago and North Western Railway to convince him of the need for a new station. That meeting was successful, and the group met again on April 24th to dis- cuss other village improvements. There, the Winnetka Village Improvement Association was born
